OPINION

STAPLETON, District Judge:

Until October 2, 1980, John Mombro and Rachel Adams resided in the Cavalier Country Club Apartments in Newark, Delaware. On that date, following a summary repossession proceeding in Justice of the Peace Court, the landlord changed the locks on their apartment. Mombro and Adams were unable to enter their apartment or to remove their property from the premises. The following day, building manager Anne McDonald told the plaintiffs...
