ORDER

This controversy involves a provision found in the Providence Home Rule Charter of 1980 which provides that the city council at "its first meeting in September 1981 * * shall elect a Committee on Ward Boundaries." The committee is charged with the responsibility of drawing up a plan for the revision of the city's ward boundary lines. According to the charter, the committee's plan is to be submitted to the council, which may, after at least one public hearing...
