The appellants in these mental illness proceedings are indigent and are represented by the King County public defender, who seeks to establish certain rules with regard to procedure.

Each of the appellants was initially detained in King County by King County mental health professionals, acting pursuant to RCW 71.05.150. They were transferred to Western State Hospital for 72-hour emergency detention because of inadequate facilities in King County...
