After being convicted of bank robbery, petitioner Oscar Cornelius Goodman was sentenced in the Federal District Court for the Middle District of Georgia to imprisonment for a term of twenty years beginning on October 15, 1969. In November 1976, he was released on parole in Miami, Florida. On July 15, 1979, petitioner was arrested on state charges, and on August 9, 1979, federal officials...
