This suit was brought by Norlite Corporation (hereinafter, "Norlite") against Local 106-106B of the International Union of Operating Engineers (hereinafter, "Union") and Wayne Horvitz, Federal Mediation and Conciliation Director, to enjoin arbitration of a labor dispute arising from Norlite's discharge of two employees.
