Plaintiffs here challenge a decision of the Department of Interior on the entitlement to a mineral lease of government land. While government officials are named as party defendants, this suit is essentially a contest between private parties — plaintiffs and intervenor — for the lease. The central question is whether the Department's interpretation of an administrative regulation should be applied retroactively or prospectively...
