This is a civil action against the United States, President Reagan and Secretary of the Treasury Regan in which plaintiff, Chas. T. Main International, a corporation organized under the laws of the Commonwealth of Massachusetts, seeks declaratory and injunctive relief as well as a writ of mandamus.
