Robert Washburn was discharged from his position as Director of the Bureau of Veterans Services on November 17, 1979, by the Adjutant General.1 Alleging that he had been discharged without cause in violation of certain provisions of the Maine State Employees Contract, Washburn and the Maine State Employees Association initiated grievance proceedings.
