On February 20, 1978 the defendant was stopped and arrested on a warrant for issuing worthless checks. His car was impounded, and an inventory search disclosed a rubber tourniquet, two cloth armbands, syringes and a bottle containing a white powder later identified as phenmetrazine, a Schedule II controlled dangerous substance.
