On November 15, 1978, appellant was arrested while on the premises of the Bolling Air Force Base, a military installation located within the District of Columbia. He was ultimately charged with possession of marijuana (D.C.Code 1973, § 33-402) on that date and two other offenses which stemmed from an incident which allegedly occurred on an earlier date.
