The plaintiff Wesley Waterford South brings this action claiming that he is entitled to damages under the Privacy Act, 5 U.S.C. § 552a et seq. The defendant FBI released records to a third party pursuant to the Freedom of Information Act, 5 U.S.C. § 552.
