Alan F. Kment appeals by leave granted the decision of the Workers' Compensation Appeal Board (WCAB) holding that he was not entitled to receive $1,500 in penalties from the City of Detroit for its late payment of medical bills under § 801(2) of the Worker's Disability Compensation Act (the act), MCL 418.801(2); MSA 17.237(801)(2).
