The question in these petitions for review is whether an employer may, consistent with its collective bargaining duties, insist that a union copy grievance-related documents by hand rather than by mechanical means. The National Labor Relations Board determined that this practice violated §§ 8(a)(5) and (1) of the National Labor Relations Act and ordered the employer to make photocopies available in future cases at the union's expense...
