In the case at bar the Court is again called upon unwillingly1 to function as a super-superintendent of schools. In that capacity, as Justice Robert H. Jackson noted, "we act in these matters not by authority of our competence but by force of our commissions." Board of Education v. Barnette, 319 U.S. 624, 640, 63 S.Ct. 1178, 1186,
