HILL, Justice.

The appellant, Gordon Stewart, filed a petition for post-conviction relief in the Windsor Superior Court. The lower court dismissed the petition for lack of jurisdiction. We reverse.

The appellant was convicted of seven felonies in Vermont between 1960 and 1969. He completed serving all of the sentences for those convictions in 1971, and was released from Vermont parole in 1974. In 1973 the appellant was convicted of a narcotics...
