Petitioner, an unsuccessful write-in candidate in the November 1979 election for a seat on the Advisory Neighborhood Commission, seeks review of the decision of the Board of Elections and Ethics which credited two contested write-in votes to intervenor De Long Harris, Jr. and certified him as the winner of the election by a margin of one vote.
