OPINION

BLEASE, J.

The California Medical Association and four physicians (collectively referred to as CMA) appeal from a judgment upholding State Department of Health Services regulations which establish procedures for securing informed consent for human sterilization. We hold that the regulations reasonably implement the department's regulatory authority over unnecessary operations. We affirm the judgment.
