The plaintiffs in these three cases are longshoremen seeking damages for personal injuries incurred in New York due to the alleged negligence of a shipowner, as authorized by the Longshoremen's and Harbor Workers' Compensation Act (LHWCA), 33 U.S.C. § 905(b).1 In each case the defendant is a shipping company incorporated under the laws of and wholly owned by a foreign government — Peru, Poland and Indonesia...
