Carmen DiRago, an employee of an independent contractor stevedore company, I.T.O. Corp. ("I.T.O."), brought this action against American Export Lines ("Export"), the owner of the S. S. EXPORT AGENT, pursuant to § 18(a) of the Longshoremen's and Harbor Workers' Compensation Act Amendments of 1972 ("LHWCA"). 33 U.S.C. § 905(b) (1976).
