INTRODUCTION

Plaintiffs are Doctors of Podiatric Medicine (Podiatrists) licensed to practice in Oregon under ORS § 682.010. In 1978, they filed these actions against the defendants,1 who are state regulated health care contractors;2 a federally regulated Health Maintenance Organization (HMO); and a federally regulated Individual Practice Association.
