Bradshaw because he allegedly placed fill material on wetlands without a permit from the United States Army Corps of Engineers in violation of Sections 301(a) and 404(a) of the Federal Water Pollution Control Act ("FWPCA"), as amended, 33 U.S.C. §§ 1311(a) and 1344(a).
