In February 1979, Keith McElroy was discharged from his employment as a Wildlife Technician with the Department of Inland Fisheries and Wildlife. Through his representative, the Maine State Employees Association, McElroy filed a grievance with the State Employees Appeals Board, and a hearing was held in accordance with 5 M.R. S.A. §§ 751-753.
