FRIEDMAN, Chief Judge:

This government contract case is before the court on defendant's exceptions to the recommended decision of Trial Judge Spector. The trial judge held that, because of various defects in the operating methods and procedures of the Board of Contract Appeals that decided the case, the plaintiff is entitled to a trial de novo on the issues the Board adjudicated.
