PER CURIAM.

The Arkansas Bar Association, by two of its officers, has submitted a petition asking this Court to create a permanent six-member "Committee to Issue Advisory Opinions on Questions of Ethics in the Practice of Law." The rules that are proposed would authorize the Committee to issue opinions on ethical questions in response to inquiries by lawyers. The Committee would be authorized to incur various expenses, to be paid from the annual license fee imposed...
