The case at bar challenges the constitutional validity of an effort by the City of Jacksonville and the Federal Drug Enforcement Administration to deal with the serious problem of drug abuse by prohibiting the sale of items which are commonly associated with the use of illegal drugs. The DEA is mentioned in this connection because the Jacksonville ordinance is an almost verbatim copy of the Model Drug Paraphernalia...
