HARBISON, Chief Justice.

The single issue presented in this case is the constitutionality of Tennessee Private Acts 1979, chapter 145. This was an enabling Act, authorizing the legislative body of Cumberland County to impose a privilege tax upon the occupancy of hotels and motels. The Act was duly ratified by the local legislative body and the tax imposed. The statute requires operators of hotels and motels to collect the tax from their customers...
