During the summer of 1978 many miles of roadside in North Carolina were saturated by a liquid waste containing a toxic chemical known as Polychlorinated Biphenyls (hereinafter PCBs). The State of North Carolina made plans to remove some or all of the soil containing the PCBs and dispose of it in a landfill and subsequently acquired a 142.3-acre site for that purpose in Warren County.
