This is an appeal from a declaratory judgment action seeking to quiet title to submerged lands conveyed to the Nueces County Navigation District No. 1 by the State of Texas. Plaintiffs are the Navigation District and Champlin Petroleum Company (hereinafter Champlin). Defendant is the Texas Parks and Wildlife Department.
