Frank Sacco appeals from the district court's denial of his petition for habeas corpus. Sacco is a federal prisoner held in the North Dakota State Penitentiary pursuant to a contract with the federal government. In his petition Sacco alleged that Montgomery County, Ohio officials seeking to prosecute him on state charges lodged a detainer with federal officials in 1977.
