In response to an anonymous tip, the defendant, Times Argus, assigned a reporter to investigate the personal use of state gasoline credit cards by plaintiff, Linda Burns. Plaintiff's husband, Brian Burns, was lieutenant governor and candidate for the Democratic nomination for governor at the time.
