On April 30, 1971, Mildred Darling filed a charge with the Equal Employment Opportunity Commission (EEOC) alleging that the Ball Rubber Corporation discriminated against women. This charge was served on the company on March 29, 1972. Two years later, an EEOC investigation commenced.
