In Hollingsworth v. Harris, 608 F.2d 1026 (5th Cir. 1979) (per curiam), this case was remanded to the district court to determine whether the Secretary of Health and Human Services (HHS) had followed his own regulations in deciding to reimburse Zion Grove Nursing Center for its capital expenditures. The district court determined that the Secretary had followed his regulations and Dr. Robert T. Hollingsworth...
