The plaintiff has brought this action to recover benefits from the Virginia Health and Welfare Insurance Fund (the Fund) maintained by the International Brotherhood of Teamsters, Chauffeurs, and Warehousemen and Helpers of America (Teamsters) to which he alleges he is entitled.
