I FACTS

This action arose out of an Order entered on April 1, 1977, by the Michigan Board of Dentistry (hereinafter defendant). The Order, which was to take effect on June 1, 1977, provided that the dentist license of Robert W. L. Jones, (hereinafter plaintiff) was to be suspended for six months.
