On May 21, 1973, this Court entered a consent decree to which the petitioner, the United States, and the respondent, North Suburban Multi-List, Inc., (NSML) were parties. In that decree, as well as in the current by-laws of NSML, the respondent was described as a corporation whose purpose was to circulate among its members the property listings of its members of real estate for sale.
