Petitioner-claimant, Dock H. Gipson, appeals from district court's judgment on judicial review affirming respondent-agency's decision disqualifying him from receipt of unemployment benefits for the remainder of his benefit year. Claimant asserts that the Iowa Department of Job Service (the agency) has the burden of proving his intent to defraud and the record lacks substantial evidence to support the district court's judgment against him.
