This appeal arises from postjudgment proceedings related to assessment of costs for daily transcripts provided without prepayment to allegedly indigent parties during trial. Luis Medina and Carlos Zenon, along with 14 others, are fishermen who live on the island of Vieques. The fishermen joined Carlos Romero Barcelo, Governor of Puerto Rico, in suing the United States Navy to enjoin certain of its operations on Vieques. Romero...
