In this tort suit plaintiff seeks recovery of damages from the City of Alexandria. After trial, for oral reasons, judgment was rendered and signed dismissing plaintiff's demands at his cost. Plaintiff appeals.

In support of his demand plaintiff alleges by petition that on or about August 23, 1979, he was driving on Swarthmore Street Alley in the City of Alexandria, "when his automobile was struck by a sewer line manhole which protruded above...
