William Stubbert was convicted by a jury in the United States District Court for the District of Maine of conspiracy to possess with intent to distribute 2.2 pounds of cocaine in violation of 21 U.S.C. § 846 (1976). Following the February 1980 trial, the district court, on January 19, 1981, sentenced Stubbert to twenty-seven months' imprisonment.
