Joe Vogler is the president of B.B.P. Corporation. The Fairbanks North Star Borough filed a complaint against Vogler and the corporation (hereafter Vogler) in December, 1979, for allegedly selling two of the three lots in the proposed Fifth Addition to the University Heights Subdivision without obtaining final plat approval for the addition.
