On August 21, 1980, this Court entered summary judgment in favor of the intervenor plaintiff. The Court held that the "solicitation and advertising" rule (booth rule) promulgated by the Kansas Board of State Fair Managers, violated the First and Fourteenth Amendments of the Constitution.
