The plaintiff Shell Oil Company (Shell) sought a declaration that "the proposed operation of Plaintiff's self-service gasoline station is not hazardous or injurious to the public," and that the ordinance is "invalid" under the equal protection clause2 of the Fourteenth Amendment...
