VANCE, Circuit Judge:
Appellant Maurice Winkler brought this 42 U.S.C. § 1983 action complaining that DeKalb County had demoted him from his position in its Water and Sewer Department without due process of law. The district court dismissed for failure to state a claim. Because we find that appellant had a protectable property interest in his job, we reverse.
