OPINION

KINGSLEY, J.

Appellants (hereafter petitioners) appeal from a judgment denying their petition for a writ of mandate in a matter involving a permit for a real estate development within the coastal zone. We affirm the judgment.

Petitioners are the owners of a large tract of land in the Santa Monica Mountains, overlooking the Pacific Coast Highway. They desire to subdivide 531 acres of that property, into 174 single family...
