Petitioner Linwood Staples acquired tenure in 1962 and continued in his position as a high school business teacher with the respondent Board of Education of the Moriah Central School District until May of 1979 when he was suspended with pay pending the outcome of a hearing on charges of incompetency and misconduct (Education Law, § 3020-a; cf. Matter of Jerry v Board of Educ., 35 N.Y.2d 534
