On July 29, 1977, the Commonwealth commenced this forfeiture proceeding by petition in the Court of Common Pleas of Lehigh County under §§ 28 and 29 of The Controlled Substance, Drug, Device and Cosmetic Act, Act of April 14, 1972, P.L. 233, No. 64, as amended, 35 P.S. §§ 780-128 and 780-129 (the Act).
