("Tony") Smith were arrested pursuant to arrest warrants issued August 12, 1978 and charged with distribution of cocaine in violation of the Controlled Dangerous Substances Act. La. Rev.Stat. 40:967(A)(2). The arrest warrants referred to March 16, 1978 as the date of the alleged offense and described defendants' activity as selling a quantity...
