This is a civil action for penalties and injunctive relief predicated on section 113(b) of the Clean Air Act, 42 U.S.C. § 7413(b) (1970). The United States of America, by the Environmental Protection Agency (EPA), alleges that defendant's steelmaking plant at Farrell, Pennsylvania, violates the clean air standards delineated in the Act.
