They brought suit in district court alleging that Mobil's withdrawal of the discount, on May 1, 1979, violated the Emergency Petroleum Allocation Act ("EPAA"), 15 U.S.C. §§ 751 et seq., and the regulations promulgated thereunder, 10 C.F...
