The pivotal issue in this appeal from Family Court is whether the Trial Court obtained divorce jurisdiction over respondent (defendant), a non-resident of Delaware, by substituted service as provided under 13 Del.C. § 1508(d). Respondent appeals the Court's denial of her motion to vacate a final decree of divorce after establishing that she had received no notice by mail of the divorce proceeding...
